After discussing it with @janagombitova we have concluded on the following points:
In the first iteration, we will not show the big map
In the first iteration we will display a "loading" over the little map area to show that the location is being acquired (there may also be a timeout).
If there us no internet, the small map cannot be show even if there are offline maps downloaded for that area. In this case only the coordinates will be shown
If there is no internet, the address cannot be show. In this case or if the address is not available, we will display the coordinates in place of the address in the format 1.123123/2.23566 (lat/lng)
After entering geolocation in whichever way, switching would require a dialog to confirm replacing entered values

We have already improved location accuracy logic here: https://github.com/akvo/akvo-flow-mobile/issues/1680
Currently we want to make the submission/ adding a response for the location question more user friendly and straightforward.
Here are the new designs: https://www.figma.com/proto/3A3zZ1XgqIGIcgv8AZgM2B/Loc-%26-Img-capture?node-id=31%3A112&viewport=654%2C418%2C0.25&scaling=scale-down
