Issue/1522 bootstrap service crash #1715

Before the PR (what is the issue or what needed to be done)

Crash sometimes happens when we try to start bootstrap service

The solution

Move IntentService and make it a Worker Convert all code to Kotlin this is part 1 so incomplete
