Create a no-survey (empty) state screen

Current no survey screen is misleading; When the app is installed and there is no survey downloaded we show a survey screen "Akvo Flow"; with the "Datapoints and Map tabs" and a message "You have no survey selected. Open the side menu to select one;" none of which correspond to the context: there is no survey.

Possible approach In place we shd have a no-survey (empty) state screen directing the Alph. how to download a survey and other applicable options..

• The above screen should not be presented if there is a survey in the device (I assume) since that (one survey) should be selected by default..
