Once projects are underway and results start coming in, users (M&E or Project Managers) may need to adjust the targets of the project to reflect a new reality in which they are working (which may allow them to achieve more or less than they initially intended) or to correct initial mistakes in the estimation of the target.
However, for the purpose of learning, which is a primary goal of M&E, it is important to not override the previous target. That is, one should be able to see what the target was previously, when it changed and how it changed. This allows users to remember when the target changed and why. (i.e. be able to include a comment when a target changes).
