More regular rotation/archival of tomcat logs (on test4)

@stellanl has requested that the tomcat logs on test4 be rotated more regularly to make them more manageable for debugging.

This issue is to provide accountability for that work.

@stellanl can I close this? It's not going to be requirement in testing or production in the long term, right?
