Implemented action as composite run steps action #6

By implementing this action as a composite run steps action interop between js and powershell could be avoided and also maintaining this action becomes a lot simpler.

@al-cheb @maxim-lobanov also disk-root defaults to root for current workspace (which is D: now but could change in future).
