[i18n] translate README into Simplified Chinese. #16

- change zh_CN to zh_hans to avoid some boring problems
- 将 zh_CN 改为 zh_hans（希望某天会有人改一稿 zh_hant 出来）
- further proofreading and retouching required
- 需要校对与润色
