[dashboard] Sync Text in Hover-Over to metric_bin labels #17

See screenshot: instead of the labels OK, Caution, and Warning, the labels should coincide with the metric_bin labels for that given metric in the chart.

Done; however, resulting bug: if only two categories present, then leaves a blank name.
