fix scrollspy with offset #24

the offset is not taken into account to calculate the position of the active element, so scrolling the target element, or clicking on an specific menu option, doesn't activate correctly some of the elements, usually the ones with less content, as they get overwritten by the neighbouring sections with more content

This repo is no longer supported - you should use the official Sass Bootstrap Port from now-on.
