Have CI/CD testing build against INL/MOOSE master (Not my fork) #19

Building against INL MOOSE master will be a way that I can check for issues without needing to break local copies.

May want to create an additional GitHub workflow for testing against INL/MOOSE vs my fork of MOOSE. However, this will cause CI/CD tests to take 2 hours or longer....
