Current Workflow Build Fails - Mamba env not building in actions #23

There are currently build failures due to issues with mamba being unable to resolve dependencies. The mamba GitHub workflow tools are experimental, so some failures are expected. May need to try conda instead, or try setting up a private-server for build tests.

NOTE: Issue is entirely on mamba's end. Their current installation for ubuntu is failing. However, macos-latest is operational.
