Allow making submitted themes public #532

Given the size of our community it would be fun to see more publicly who submitted what:

By default, themes are "public" (when submitting themes the user can choose to make their themes anonymous)
When voting on themes, or ranking the theme shortlist, they are still displayed anonymously to avoid bias
When the results are out, display the usernames near each theme
Bonus: allow to explore all the submitted themes, at the end of the voting phase, showing their respective usernames and how long they lasted

Migration: make themes anonymous on all past jams
