Help with Swedish MESSAGEs Template #13

@thoni56, in the resources/ folder I've added templates for the runtime MESSAGEs, which might help users who want to port the Starter Library to a new language:

Could you please check that the Swedish template is correct and translate the various comments, which I left in English?

The comments are mostly section titles, since I've grouped the various MESSAGEs by category, but there's also a brief introductory text and a couple of notes with some tips.

I've translated the template, but also made a slight tweak in two messages with "RETURN confirms" to be more Swedish. That change will also go in the next alpha.

I also noted that the template is in ISO8859-1 encoding. I suppose we'll have to leave them as that until beta8 is out at least. But I think we should go for UTF as soon as possible.

Good. I've also opened Issue alan-if/alan#33 with a proposal to revise some English defaults, and fixed the ALAN Manual because some MESSAGEs were not matching those in the ALAN source.

I know, it sucks. But I think that for a project like this we need to stick to the latest Beta on the main branch.

I also think that our goal for v1.0.0 of the libraries would be for them to be in UTF-8. For the time being (v0.x.y), or until ALAN Beta8 is out, we'll stick to ISO encoding, then when Beta8 is out we'll simply convert all the ALAN files to UTF-8 (with BOM, except for transcripts), which should be a fairly straightforward job.
