[BUG]: Moderator can edit self/behalf of others field #660

Describe the bug

Currently moderators can edit whether a story was written by the person submitting the story or on behalf of someone else. This field should be blocked from editing as the experience itself.

Steps to reproduce

  1. Enter story, mark to be shared public
  2. go to "moderate" page
  3. check self/on behalf of other checkboxes

@GeorgiaHCA @Davsarper actually, do we think that this behaviour is maybe correct after all?

I started working on this, and then noticed: I guess people might forget/mislabel which could be obvious from the story. If moderators can't change this we would need to give them the option to report back to the person sharing their story that they can't approve it without the flag being changed by them!
