Documentation to include explanation of:
- how to deploy and run locally (README.md)
- how to write a circuit/circuit language description/spec (HOWTO_circuits.md)
- how to add a library (HOWTO_add_library.md)
- low-level benchmarks (pysheep/nb/low_level/README.md)
- mid-level benchmarks
These to be found in doc the repo (e.g. markdown, suggested filenames above) and used to generate pages on the site
website: make "corporate" and deploy use readthedocs layout for most of the static things
