Covid-Vax Story: Clarify "fully" vaccinated wording and 100% vaccinated assumptions

Summary

Based on the response on Twitter, add some clarification that "fully vaccinated" means vaccinated with two doses in the story, rather than everyone being vaccinated, and expand slightly on the 100% of adults vaccinated assumption.
