Speedup GitHub Preferences Table Generation #91

Make generating the GitHub preferences table much faster, with most of the gain coming from being able to submit one query to the GitHub API to get reactions for many issues now, rather than one query per issue before.

Quick test on my laptop:

Old code: ~4 minutes to generate table
New code: ~3 seconds to generate table
