PySMO has polynomials and radial basis surrogate. Check whether these could replace the emulators from the smt toolbox.

@mastoffel Is this something that will be accomplished in the ongoing sprint? If that was the intent, I'll add it to the current sprint backlog.

closing as good replacements for polynomials and RBS are now implemented
