Closes #38 and #44.

Adds config options (verbosity, single- or multi-policy, trading flag)
Runs both with and with visualization
Refactors trading mechanism
Refines resource lookup
Refines board update to use lazy_update() on agents only
Fixes determinism
Add quickstart (contributes towards #47)
