Looking good. As discussed, to finish this PR:

Add inline comments of the parameter choice for calls to the year_days function.
Move the year_days function to test_date_resampling.py.
Check the summary description of resample.py with Ruth.

Other work, about the pipeline and packaging and related docs can be dealt with in future PRs.
