Stanza may only support Python 3.6 - 3.8. We should match this range? #84

Would suggest that we explicitly support at least Python 3.7 on Linux, MacOS and Windows (assuming public repos get unlimited GH Actions minutes). Maybe 3.6 and 3.9 too.

Note that this may mess with our cache (currently already close to the 5 GB max).
