copier copy gh:alan-turing-institute/python-project-template . generates a code of conduct file but it's empty.

I'm guessing something needs to be added to the yml file.

oh dear — i looked through #8, and I managed to only commit half of the work! should be an easy replication (indeed, a question needs to be in the yml file!)
