Add CI to test basic template functionality

I'd love to automate some stuff just like scientific-python/cookie does. In particular:

Test that running the template succeeds for all permutation of options in answers (assumptions needed for open-end ones like python version)
check that stuff is produced correctly (some kind of structural linting, toml linting etc)
