Write attendee selection questions and define eligibility

Current proposal is for Turing PhD students (same as RSE course) and early career researchers to be eligible but we need to clarify with Mishka how many these are and subgroups among them.

Selection questions should be done in sync with #2, similar to this

We agreed to allow applications from outside the Turing. We are going to ask questions for selection including:

• Your past experience with programming in Python
• How familiar you are with a list of programming concepts and techniques (some of them taken from the RSE course modules)

We will expect all attendees to fulfil the above conditions, either by having attended the RSE course or having equivalent experience/training. We will also request some prep involving familiarity with the Turing Way material course (especially reproducibility and collaboration).
