At the moment we have some python code in gateway-middleware/tests that creates cases, casefields etc. Currently a case builder would need to do something similar.. (can/should we provide a simpler interface?)
They would also need to upload all the necessary scripts to run the simulator to Azure storage, and add the names+locations to the Scripts table in the db.
