Ed -- this is my restructure of the db creation code, and a start at some documentation (in doc/database.md)
solar-db.sql is now make-database.sql, and simply includes other files to create individual tables.
I have not yet looked at the OSM dedup stuff.
I think this is good to merge. (At least, it runs the db creation stage without error.) Would you take a look and accept? Thanks!
