enable / disable dynamic survey plots #32

admins should have the option to toggle enable / disable selected pages of the survey that contain dynamic plots.

If possible it would be great if this could be applied to all pages called *_results.py (in case we add another one in the future). but if too complicated a minimum requirement is control over displaying the current results pages "Current_Practices_Results" and "Community_Results".

The user should not be able to navigate to those pages either through sidebar or through direct url input

We don't have capacity/time to impelement this. If problems occur with the plots or the survey overall we will pause the entire azure instance
