Add `CITATION.cff` #19

We need a CITATION.cff! 🚀

Required tasks

[x] Agree license #18
[x] add contributors #2 and all-contributors
[ ] create citation
[ ] update README with doi

@cassgvp I added a pull request for the license, and have added all the contributors except Kirstine Dale, who I cannot find on GitHub. So, once we find Kirstine's username, all should be done until creating the CITATION.cff file itself! :)

I'll send her a separate email!

I've submitted PR #47 with a full set of materials which we should include in a first version of this report before we issue a doi. Please could someone review the PR (@kallewesterling @aranas @chrisdburr), then I'll version, doi and create the CITATION.cff 🚀
