Sometime after the 2011 census, the City of London region was absorbed by Westminster (E09000033 == E09000001+E09000033) we think due to the very small numbers of individuals. We still have to use the 2011 LADs as that is when we generate our seed populations and start the microsimulations, however midyear estimates and principal projection data that we use as constraints are based on the newer LAD configuration. This means that you can ignore the City of London LAD, as the individuals and households are included in the constraints for Westminster (so nobody is missing).
