Add GHA workflow to publish from improved_doc branch #62

@HSalat following on from earlier... I don't have push rights to the SPC repository (which is fine), but I think if you merge this, it'll be added to the existing PR (#61).

After this is merged, any time someone pushes to the improved_doc branch, the new docs will be built @ https://alan-turing-institute.github.io/uatk-spc/improved_doc 🙂

Thanks! I've given you writing rights. Will this update automatically when we'll merge the improved-doc branch into main?

When you merge into main, Dustin's original workflow should trigger so you should see the changes at the original site https://alan-turing-institute.github.io/uatk-spc/.

That said, it seems like there's something not quite right with the last step 😓 I'll look at it!
