Read in a dataset (normally stored on daedalus) and convert it into a format readable by vivarium.
A new test is added:

pytest tests/population/test_mortality_ssm_E08000032_MSOA11_ppp_2011.py

This test can be merged with test_mortality.py.

I also had to change iloc to loc in src/vivarium_public_health/population/mortality.py; otherwise, I would get IndexError: single positional indexer is out-of-bounds in some examples.

Currently, the tests fail as we don't have ssm_E08000032_MSOA11_ppp_2011.csv on the repo.
