Include Service Areas (aka Standing Roles) in projects #100

GitHub is authoritative for Projects. Currently, the only projects considered are those in (specific columns of) the Project Tracker. However, people are also assigned to Service Areas, which are not listed in the Project Tracker but in the Standing Roles Tracker. Include these.
