Retain Forecast projects with current assignments that aren't on GitHub #109

If a project exists on Forecast but isn't on the four blessed columns of the GitHub tracker, whatwhat basically thinks it doesn't exist. (Unless you use whatwhat --projects=all; but that also leads to a lot of unwanted stuff.)

We should probably raise an error for this.
