Implement functionality to reproduce "the board" #111

"The board" was a picture of REG's upcoming allocation as a graphic table. Months went across, people went down. Later, we reproduced this in project "Wimbledown", a web-server-based approach. However, Wimbledown is often down.

The proposal of this issue is to extend whatwhat to produce an ascii version of the board. Note that:

in this output, only Forecast data will be used, and no cross-checks with the GitHub project will be run.

[x] Create new "command" which just prints something.
[ ] Print out a summary of allocations from Forecast for this week.
[ ] Confirm that these are the same as on Forecast.
