Fetching all users from Forecast
Filtering by role 'REG'
Removing anyone assigned to UNAVAILABLE
Checking against config file in #70

This is W3010 and is implemented correctly, I think, especially following commit https://github.com/alan-turing-institute/whatwhat/commit/e326404fdf6fc6b2dadf7b482292c0e10ca7f57f
