Add whatwhat init command to populate config files

Approximate layout for the function:

• [x] Check whether config files exists

if they exist:

• [x] ask if user wants the config files printed
• [ ] print out config files (if requested)

if they don't:

• [x] give basic examples of config files to be filled in
• [x] create config files in the correct folders
• [x] check if they exist
