Update cookieconsent #105

There's a newer version available with many improvements: https://github.com/insites/cookieconsent/releases

Ah yeah I saw that a few weeks ago, but they changed the style and scripts a lot and it breaks everything. I need to spend a bit more time with it.

I updated cookieconsent to 3.1.1 and actually it seems OK. I don't use it so I hadn't prioritized this, but now I'm on lockdown and I'm going through old issues. :laughing:

Very old issue I know, but I've changed the cookie consent provider to Haven, which looks exactly the same but is nicer to work with and is actually maintained as open source with no up selling for subscriptions.

Check out the theme version 1.5.0 if you're interested. You shouldn't actually even need to change anything.
