Set Up Coding Conventions #31

I created the Wiki. We still need to decide exactly how we want to do code reviews since it looks like GitHub expects you to commit your code before you can talk about it. I left the code review section of that wiki blank. I also uploaded the checkstyle config file and the eclipse formatter file. I can explain how to set this up in the next meeting. I'm leaving this open until we figure out how to handle the coding conventions section of the wiki.
