Add notification when scenery.cfg is newer than scenery database #76

Save scenery.cfg timestamp in database and compare it on startup. If that is older. Alternatively create a hash on all entries and compare that.

Make it possible to disable notification. When using more then one scenery.cfg, sure some will be out dated and no notification is required
