What's the deal with Helm Carousel #31

Shows up under Legacy bundles that are not managed by the bundle administrative UI are listed here. on /admin/structure/fieldable-panels-panes.

I created a Carousel, but can't seem to add it.

Make sure to give these "reusable content" panel panes an admin title and a Category setting ("Helm Carousel"). There is also some sort of ctools cache that seems to kick in sometimes.
