Use GitHub's new citation feature #267

Adding a CITATION.cff file will now add a citation-widget to the repo sidebar. (https://twitter.com/natfriedman/status/1420122675813441540)

Docs can be found here and the CFF-file specification here.

It looks like this is only usable for repository citations and can't easily be redirected to the JMRL paper.

A first draft can be found here, but I don't think this warrants a PR yet.
