As of https://phabricator.services.mozilla.com/D27794 aka https://hg.mozilla.org/mozilla-central/rev/2d4822860fe7f8c7104bb4f97bb315d57c7f64df, the link in the readme (http://hg.mozilla.org/mozilla-central/file/tip/extensions/universalchardet/) doesn't actually point to a library anymore, just an empty stub.
Consider removing the link or pointing to the last valid commit (https://hg.mozilla.org/mozilla-central/file/f6d04ade73b5b970416a76f323f5b79c850cef47/extensions/universalchardet)
