Netbeans 21 support #109

Hello, I needed to run it on Netbeans 21, so I changed some files.

Update to 210
Update the updates.xml

It's still generating version 1.9, so I don't know if it could break anything if a new release is generated.

@moacirrf Thanks for submitting this PR. there are some updates missing for the release. I did the release for 21 and 22 now. It should be available in the IDE after Netbeans team validation. See https://github.com/albilu/netbeansPython/commit/33e8752499a36e84f9988174d547c515be1a357e for all necessary updates for new release for the next time.

Basically need to update:

workflows (builds.yml and maven.yml) with the new release
update pom with new release and increment the version
add the ppuc for the new release
