Hi there, I had the same Issue. You can download and install the actual version of XCode CLI Tools. You find the it here https://developer.apple.com/download/more/

Your Xcode-CLI package look broken or no present, try to reinstall it. https://stackoverflow.com/questions/34617452/how-to-update-xcode-from-command-line
