Add Plugin RestartSourceKitService #558

Add "Restart RestartSourceKitService!" to Xcode Debug menu. Sometimes highlighting for Swift is not working and can't be recovered itself...

The JSON file is split up into 4 different parts: plugins, file_templates,color_schemes and project_templates. You've added this as a file template, it should go under the plugins key.
