Uptime check #1

Bringing this issue over from the older nagios repo as I'd rather it implemented here - Alert if uptime is < 30mins in order to detect accidental / automatic reboots.

An uptime_check.sh has now been implemented. It is currently under test. On a local KVM CentOS 7 VM.

This is now been deployed to all machines being monitored under Nagios and is in operation.
