Have the CI create packages when we tag a new release.
Test package.
Push to PyPi.

EDIT: I will copy @IAlibay's deploy workflow from alchemlyb. It contains a manual test step of the package from test.pypi but in this way, alchemlyb and alchemtest use the same deployment.

[x] generate TEST_PYPI_API_TOKEN on test.pypi.org
[x] generate PYPI_API_TOKEN on pypi.org
[x] add tokens to repo settings (deploy environment)
