Slycot not installed for TFM->SS conversion in chapter 20 #14

In the current rendering on readthedocs [1], Slycot wasn't installed when the example was run.

Slycot 0.4.0 is available from conda-forge for Linux, Windows, and macOS (all 64-bit only).

This appears to be fixed with the current version.
