Upgrade progress bar dependency #4949

We're currently pin'd to the 8.1.6 release of mpb. This issue tracks figuring out the upgrade path so we can pull in newer releases automatically.

@ryanfkeepers or @meain - do you have remember what the issue was that required pinning to 8.1.6 (here)

The PR that add ht pin message is https://github.com/alcionai/corso/pull/4743 . I don't remember the exact cause, but I remember the CI running into issues when we upgraded the package. Just did a bump with new CI run to test. I'm guessing there is a bit of a behavior change which we will have to work through.
