Improve docbook schema support #12

The current code hardcodes the 5.0 version of the XSD, but worse than that it will always attempt to download the schema during the build. The schema management should be improved.

Looks like there is only version of the XSD at the moment (5.0), so the code was only modified to load that schema from local XSD files.
